Following the etiquette of Ghusl (bath or Shower) I wash below plexus, make Wudu and then have my bath. I also happen to have dry skin condition and my doctor has prescribed application of cream all over the body after every bath or shower, which implies touching the private parts as well now, according to your Fatwa my Wudu, done before..
