The price of water and electricity that your father consumes is considered a debt on him and he is obliged to pay it. He is not entitled to procrastinate in paying those bills. So, he should be advised to acquit himself from that right before he meets death. Hence, you should clarify this to him in a wise and gentle manner.
With regard to him buying a car through a Riba-based cotract, then he is not permitted to do so because the one who consumes Riba and the one who gives it for others to consume are equal in sin.
Jaabir narrated that the Prophet said: “Allah has cursed the one who consumes Riba (i.e. usury or interest), the one who gives it to others, the one who records it and the one who witnesses it (its contract).” He added: “All of them are equal in sin.” [Muslim]
As for living with him in the same house and taking pocket money from him, then there is no harm in this. The fact that he did not pay the bills that are due on him and that he bought a car through a forbidden Riba-based contract does not have any effect on you. This is because the prohibition is related to him and not to you, but he must repent from that as we have already clarified above.
