Is Jaranah a meeqat for people living outside makkah
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
Al-Ji‘irraanah is considered a Meeqaat (appointed place for assuming the state of Ihraam for ‘Umrah) for the pilgrims in Makkah, be they from the residents of Makkah or visitors. An-Nawawi said in Al-Majmoo': “If a person is in Makkah, whether as a resident or as a passer-by, and he wants to perform ‘Umrah, he assumes Ihraam outside the boundary of the Haram (all areas within the Sacred Sanctuary of Makkah), as stated by Ash-Shaafi‘i and agreed-upon by the Shaafi‘i scholars; this is the obligatory Meeqaat. As for the recommended Meeqaat, Ash-Shaafi‘i said in Al-Mukhtasar, ‘I prefer that he assumes Ihraam at Al-Ji‘irraanah because the Prophet assumed Ihraam for ‘Umrah there.’” [End of quote, briefly excerpted]
Al-Mawsoo‘ah Al-Fiqhiyyah Al-Kuwaytiyyah reads: “The Meeqaat of those in Makkah, whether residents or passers-by, is anywhere outside the boundaries of Haram, even if it is only one step outside its boundaries. Scholars differed regarding which is the preferable Meeqaat, and the majority of them held that assuming Ihraam from Al-Ji‘irraanah is preferable.” [End of quote]
As for the people outside of Makkah, they assume Ihraam for ‘Umrah or Hajj at one of the fixed Mawaaqeet (pl. of Meeqaat) stated in the authentic Hadeeth. It was narrated on the authority of Ibn ‘Abbaas that the Messenger of Allah specified Thul-Hulayfah as the Meeqaat for the people of Madeenah. For those coming from Shaam (The Levant), he specified Juhfah. For those coming from Najd, he specified Qarn Al-Manaazil. For those coming from Yemen, he specified Yalamlam. These places are for the people coming from these regions as well as for others who pass by them on their way to perform Hajj or ‘Umrah. Those living in the area between Makkah and those places can assume Ihraam from where they set out, and even the residents of Makkah, their Meeqaat would be the place where they are staying in Makkah. A narration cited by Muslim on the authority of Jaabir ibn ‘Abdullah , reads: “For the people of Madeenah, Thul-Hulayfah is the place for assuming Ihraam, and for (the people coming through) the other way (i.e. Syria) it is Juhfah; for the people of Iraq, it is Thaat ‘Irq; for the people of Najd, it is Qarn (Al-Manaazil); and for the people of Yemen, it is Yalamlam.” [Muslim]
