Reading a Statement “I Vow to Fast…” Does Not Obligate One to Fast

Question

If a person reads out loud (with no intention to make a vow) a writing where it is written that, "I vow to fast for one day.", is it a duty of the person who read the writing to consider his reading a vow and is it a duty of him to fulfil this vow?

Answer

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) is His slave and Messenger.

Whoever reads “I vow to fast for one day”, he is not obliged to observe a vow, because the matter was that he merely read a written statement without intending to fast or intending a vow.

In addition to this, the expression that is mentioned does not indicate a vow.
