Question
Assalumu Alaykum, I wanted to ask if the hijab can be tight under the chin, meaning is it ok if the fabric rests on the skin and does not flow from the face downwards.
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
There is no problem if the Hijab is tight under the chin and it is not required for the Hijab to be one cloth that falls down from the face to cover the rest of the body.
The Hijah should cover the whole body, noting that scholars held different opinions regarding the ruling on covering the face and hands. The Hijab should also be thick and not transparent or tight and close-fitting, outlining the curves (shape and size) of the body and exposing the woman’s beauty.
