All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad (ﷺ) is His Slave and Messenger.
It is not sufficient for a person who deliberately harmed another through words or actions merely to say the supplication mentioned. Rather, it is obligatory upon him to repent to Allah from that wrongdoing and seek absolution from the person whom he wronged.
If the wrongdoing involved wealth, then he must return the right to its owner by any possible means. If the wrongdoing involved physical harm, then he should allow the injured person the right of retaliation or seek his pardon. Likewise, if the wrongdoing involved honor and reputation, then he should seek forgiveness from the person harmed, unless informing him would lead to greater harm. In that case, it is sufficient for him to supplicate for that person, deny the false statements he made about him, and speak well of him in the places where he had violated his honor.
If a person is unable to apologize, or the wronged person refuses to forgive him, but the wrongdoer is sincere in his repentance and has done his utmost to restore the rights and enable retaliation, yet the other person neither retaliates nor forgives, then we hope that nothing will remain against him on the Day of Judgment.
After doing all of the above, there is no harm in making the supplication mentioned in the hadith or any other supplication that is easy for him to say.
