All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.
We did not find that statement attributed to ‘Umar in any of the books of the scholars that are available to us. It is well known that the Companions held different opinions regarding writing down the Hadeeth in general and then agreed to write it down. Also, it was well known that ‘Umar held a strict approach regarding narrating the Hadeeth in general. His aim behind that was to make people careful when reporting from the Messenger of Allaah, sallallaahu ‘alayhi wa sallam; and his story with Abu Moosa Al-Ash‘ari regarding the Hadeeth of seeking permission thrice, which was reported by Al-Bukhari and Muslim, is well known.
As for allowing narrating what is related to the acts of worship apart from beliefs, then we never heard of it and such a thing cannot occur from anyone of the Companions .
