All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ʻalayhi wa sallam, is His slave and Messenger.
If you wish to do both Istinjaa’ (cleaning oneself with water) and Istijmaar (cleaning oneself with stones or another material in its place such as tissue) after answering the call of nature, then it is better to remove the impurity and its remnants first with the tissue and then use water to remove the remnants of impurity that can only be removed by water. As for using water first and then tissue, this is contrary to what is recommended and what is better.
In any case, if you believe that the impurity will most likely be removed by washing with water, then this Istinjaa’ is sufficient for you even if you do not use your hand to remove the impurity. The intended purpose of Istinjaa’ is to remove the impurity itself and its remnants. For more benefit, please refer to Fatwa 91601.
