All perfect praise be to Allah, The Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad is His slave and Messenger.
If a person who resides in Makkah or anywhere else wants to perform Hajj, then he has the choice to choose between the three types of rituals as he wishes: Hajj Ifraad, Hajj Qiraan and Hajj Tamattu’. The scholars differed in opinion with regard to the best type of ritual for performing Hajj. The view of Imaam Ahmad and those who agreed with him is that Hajj Tamattu’ is the best type, and this is the view that we adopt here at Islamweb.
A resident of Makkah may perform Hajj with any intention of these three – as we have stated – and the difference between him and those who reside outside the Meeqaat (place at which one is to assume Ihraam [ritual state of consecration]) is that, according to many scholars , a resident in Makkah does not have to offer a sacrifice regardless of any type of Hajj he performs; this is the most preponderant opinion, as was stated by Ash-Shinqeeti in Adhwaa’ Al-Bayaan, "The closest view of the scholars to the truth in my opinion in this issue is that the people of Makkah may perform Hajj Tamattu’ or Hajj Qiraan, but they do not have to offer a sacrifice, because the saying of Allah (which means): {…then whoever performs 'Umrah [during the Hajj months] followed by Hajj...} [Quran 2:196] is general with its wording for all the people; whether that be the people of Makkah or others…"
The residents of Makkah are considered among those whose family is in the area of Al-Masjid Al-Haraam; therefore, the rulings of the people who are residing in the Haram apply to them in regard to Hajj and ‘Umrah.
The Kuwaiti Fiqh Encyclopedia reads, "The people from outside the Meeqaat who are residing inside the Meeqaat or inside the Haram take the same ruling as the residents inside the Meeqaat or inside the Haram in terms of Ihraam, farewell Tawaaf (circumambulation), Tawaaf Al-Qudoom, and Hajj Qiraan or Hajj Tamattu’.”
