All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad is His slave and Messenger.
It is permissible for a woman who is in the state of Ihraam (ritual state of consecration) to cover her face when necessary from non-Mahram (marriageable) men with the cover that you mentioned, but if she is far from the eyes of men, she does not cover her face as long as she is in the state of Ihraam.
Ibn Qudaamah said, “In brief, it is forbidden for a woman who is in the state of Ihraam to cover her face. Al-Bukhaari and others reported that the Prophet said, ‘A woman in the state of Ihraam must not wear neither a niqaab nor gloves.’ But if she needs to cover her face when men pass near her, then she draws the veil from over her head to cover her face with it.”
