One who is prevented from using water is like one who lacks it

Question:

In college dormitories (where I am staying), we are not allowed to take a bath more than once a week - which prevents me from making Ghusl when I have a wet dream. Can I perform Tayammum (dry ablution)? Thanks a lot.

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

Removing the state of Janaabah can not take place save by means of water, if it is available. Only when water is unavailable or can not be used, is one allowed to perform Tayammum.

Given that, the questioner must not pray while he is in a state of Janaabah until he makes Ghusl. If he cannot make Ghusl where he lives, he should try his best to search for another place to make Ghusl in. If he can not, however, he is allowed to perform Tayammum and pray without incurring sin. Allaah The Almighty Says (what means): {And if you do not find water, then seek clean earth.} [Quran 5: 6]

The one who is prevented from using water is like one who cannot find it. We advise the questioner to fear Allaah regarding the acts of worship and perform them perfectly and properly without negligence. Allaah The Almighty Says (what means): {So fear Allaah as much as you are able.} [Quran 64: 16]
