Praise be to Allah, the Lord of the World; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
The boy lives under the wing of his parents and their guardianship until he reaches the age of puberty and becomes able to get his own living. He has during this period, to abide by all that his parents tell him as they know better what is good for him from their own experience in life and for his young age and inexperience. So, if they tell him not to go during some given time or with some given people, he has to do obey them. When this period of guardianship ends, then the young man should face life by himself, recognizing people, and realizing what is good for him and that which is bad provided he does not deviate from the right way, like going with bad company or to places of sins (like a whorehouse, or bingo, etc.).
It is also crucial in this situation that he obeys his parents as their obedience is an obligation Allah Says (interpretation of meaning): {But if they (both) strive with you to make you join in worship with Me others that of which you have no knowledge, then obey them not, but behave with them in the world kindly, …} [31: 15].
So, their obedience is a good act that Allah Orders us to do.
Allah knows best.
