All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
The meaning of the statement of the scholars from our Salaf on the Quran 'to Him [to Allaah] it will return', is that the wording of the Quran is Allaah’s and the ruling is His [it is He Who rules]. Ibn Taymiyyah said: 'The Quran are the words of Allaah, and they are not created; it is one of the Attributes of Allaah, the wording is His and the ruling depends on Him.' He further added: 'The meaning of the statement of the scholars ‘to Him it will return' is that it will be removed from the hearts of the people and from the Mus-haf (books of the Quran), so no verse or letter will remain of it in their hearts, as mentioned in many narrations.'
