Woman wearing Jilbaab or Abaayah

Question:
I have question about dressing modestly. A lady in our community who gives us dars, insists that our hijab is not complete without wearing a jilbab or abaya. She says that in the Quran it says that we must wear jilbab or abaya like covering over our clothes. Many of us feel that as long as our clothes are not revealing and do not show the our body and are not tight in showing the outline of our body we can wear any kind of dress. If we wear loose pants and a long shirt which goes past our buttocks and scarf on our head, or if we wear a long skirt, or if we wear salwar kameez, is this not enough, is she right when she says that this is part of our zeenat must we also wear a jilbab.
Answer:
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
The conditions of an Islamic dress are mentioned in Fataawa 83702 and 84061.
One of the conditions is that the dress should not be attractive. Generally, a woman wants to wear a good-looking dress so, we strongly believe that one should wear an outer garment even if her dress is modest.
